Business vs Coronavirus: Moscow City Government Tools to Support Businessmen
The webinar is aimed at helping Canadian businessmen working or willing to work in Russia and in Moscow in particular to better navigate between different measures of support for business introduced by Moscow City Government, and to learn how the Headquarters for Business and Investors’ Rights Protection at the Moscow City Government could help foreign businesses during coronavirus and further.
Moscow produces 21% of the Russian GDP, its economy is bigger than that of Shanghai, Seoul or Paris. Almost 10% of Russians live in Moscow and its experience is thus referential nationally and internationally.
Since the start of coronavirus, Moscow has implemented several packages of economic measures to support enterprises, from fiscal and administrative to monetary. Moscow’s experience in setting up a Headquarters for Business and Investors’ Rights protection is unique and is recognized by the Russian SME Corporation as the best practice in 2020. The HQ is set up within the Moscow Government and headed by the Moscow Mayor. It includes heads of all major regional and federal authorities, yet its role is to protect and advocate business interests within the Government. The HQ solves individual problems (from getting access to the utilities and getting credit to getting payments on public contracts to decreasing cadastral cost and optimizing fiscal burden). The HQ proposes bills to improve regional and federal legislation related to the business, provides legal support and consulting services to the business. It organizes regular events where businessmen meet authorities to discuss business issues. The HQ partners with major Russian institutions including Sberbank, Bank Otrkytiye and others, major Russian business associations, like Delovaya Rossia and Opora Rossii, major international business associations in Moscow, including CERBA, and offers its services free of charge.
ABOUT THE SPEAKER:
Sergey V. Efremov, Dr., Director of the Analytical and Organizational Department, Headquarters for Business and Investors’ Rights Protection at the Moscow City Government, Director, International Center for Civil Society Studies, Moscow State University Lomonosov, Invited Professor of Doing Business in Russia, University Ca’Foscari (Italy). Mr. Efremov has extensive experience working at the Russian federal and regional government, being manager of one of the National Projects on SME support launched by President Putin in 2018. Sergey also authored and leads the course "Doing Business in Russia" for international businessmen (Italian, German, Chinese) seeking to localize their business in Russia.
